Water reservoir

At the west-side of the G. Palatucci park are the puzzling remains of an ancient water reservoir.
Given its global construction date, derived from the type of masonry work and the use of opus
reticulatum, this structure must have been present before the construction of the Aqua Alexandrina
(226 CE). Besides that: who and where were the users of this water reservoir?
