Lead pipes

In the Archaeological Museum of Split the remains of some lead pipes of the water system of Salona
are exposed. Who crippled this pipe? The inscription reads:

REI PUB(LICAE) SALONAE IVLIVS EVCARPVS F(ECIT)
[(by order of ?) the community of Salona Julius Eucarpus made it]
